No one could claim the ring without getting corrupted by it so the forces of good would generally prefer if it was destroyed (ignoring those like Denethor who wanted to use it).From a gameplay point of view, Frodo and Bilbo both have really good leaderships. Sam can make Frodo quite a bit stronger, has his own blademaster type power and can heal nearby units. Gandalf is.well Gandalf so that's always good as well.
